MONICE MOORE HAGLER – Law practice primarily in Real Estate
Transactions including Development, Zoning, Construction, and Financing.
Hagler provides closing services for commercial and residential transactions
to buyers, sellers and lenders, and serves as agent for the title industry.

Hagler serves as general or specific counsel to a number of for-profit and
non-profit development entities, including the Uptown Memphis
Partnership, United Housing, Inc., McCormack Baron Salizar.  Hagler
serves as General Advisory Counsel for the National Association of Real
Estate Brokers and several homeowner associations in the City.   As a
principle in Community Assurance Development Group, Hagler provides
development consulting services to businesses involved in affordable
housing initiatives.

As an Assistant County Attorney, Hagler represents several County
Divisions and Commissions including the Shelby County Housing
Department, Agricenter, and the Shelby County Election Commission.  She
also served as liason to the NBA Arena Coordinating Committee during the
construction of the Fed Ex Forum.

Engaging in the practice of Law for twenty-five years, Hagler has
experience in both civil and criminal litigation.  As an attorney for the City
of Memphis, Hagler provided legal counsel to the Mayor, City Council and
various Divisions, Boards and Commissions regarding Legislation,
Employment, Commercial Transactions, Contracts, Environmental, Real
Estate and Zoning Issues.

She is Past-President of the National Bar Association and a member of the
American, Tennessee and Memphis Bar Associations, and the Association
for Women Attorney’s. She is Past Chair of Memphis Area Legal Services,
Memphis Street Law, Inc., and Leadership Memphis Alumni Association,
and served on the Board of Trustees of the International Lawyer’s
Association and as a member of the Hearing Panel for the Tennessee Board
of Professional Responsibility.  

Hagler currently serves on the Boards of  the Law Library Commission, the
Memphis Bar Foundation and serves as Chairman of the City’s housing
financing agency, the Health, Education, Housing Facilities Board.

FIRM:  Fearnley, Califf, Martin, McDonald Tate & Kimbrow - Law Firm
engaging in the practice of law involving the development, zoning, sale, or
exchange, and financing of real property, commercial and residential.  The
firm serves as closing agent for several banks in the area.  As Agent for
the title industry the firm conducts title examinations and provides title
opinions. The firm includes a staff of seven attorneys with many years of
experience in providing legal representation in real estate transactions,
construction lending and general civil litigation.   A support group of  
assistants provides the basis for servicing both small and large transactions,
developments and projects.
DEVELOPMENT PROJECTS:  Current and Past
University Place, formerly Lamar Terrace, Memphis, TN – Project involves
the redevelopment of a 24 acre former public housing site of 478 units  and
the acquisition of approximately thiry additional acreas of underutilized
industrial and institutional property into a mixed-income community with
345 new units of housing including single family and multifamily units
comprised of approximately one-third public housing, one-third tax credit
and affordable units and one third market.  As special counsel to the
Developer, we are providing legal counsel and closing services for this
project.
COGIC/Fowler Homes, Memphis, TN – Served as Project Counsel to
COGIC under leadership of Bishop G. E. Patterson.  Project involves the
redevelopment of a 17 acre former public housing site of 360 units  and the
acquisition of scattered site vacant lots for redevelopment.  Eleven acres of
the site were acquired for redevelopment by the National Board of the
Church of God in Christ into a world headquarter’s site and expansion of
the All Saints Bible College. The redevelopment will consist of new
affordable single-family and senior housing.  
Uptown Memphis, Memphis, TN -   This project is a multiphase single-
family and multifamily redevelopment of an area just north of downtown
Memphis.  It is anticipated that approximately eleven hundred (1100) new
units of housing for a mixed income community will be developed.  This is a
one hundred million dollar initiative assisted by a thirty five millon dollar
HOPE VI Grant.  Two Memphis Housing Authority sites are being
redeveloped.  A 400 units site is being renovated to provide 347 multi-
family units and another site with an excess of  400 units has been
demolished and will provide both single and multifamily housing.  
Approximately three hundred vacant lots will be acquired for scattered-site
housing.  It is anticipated that these projects will result in a mix of one-
third each of market, tax credit and public housing rental units.  This
project will also involve the development of commercial retail space.  As
General Counsel to the Developer, we are providing legal and closing
services for all phases of the redevelopment.
Peabody Place, Memphis, Tennessee – This project involved a commercial
redevelopment of an area adjacent to the Peabody Hotel in Downtown
Memphis.  This project involved the development of a retail center, office
tower, hotel, and several parking facilities.  As attorney for the City of
Memphis, Hagler provided legal counsel to the City with respect to local and
federal government funding for this project.
